Can't uninstall my ATI drivers, help!

Hey guys, so I want to install the newest ATI drivers 13.12 and the problem I have is that I can't uninstall my previous drivers which is the 13,9. I try to uninstall the drivers through the control panel>programs and features. When I press the Change button to try and uninstall it gives me an error that says "Error applying transforms. Verify that the specified transform paths are valid."

What do I do?

Could someone help me with a step by step instructions?

Click on the new driver. It will open an after some search it will show two options install and uninstall , hit uninstall , it will ask something and click , all.after all is done will ask to reboot. Reboot , and do the same thing with the new driver again , just now hit install.
If you can't in that way try CCleaner, the free variant https://www.piriform.com/ccleaner/download

Okay it uninstalled and rebooted normally, but I wanted to check control panel anyway and it was still there :S? Anyways I kept on going and tried to install the new drivers and it started up fine but in the beginning of the install something popped up "Application Install: install package failure!" pressed OK and it kept on going with the install????

Just as I finished writing the post above I got a black screen. installed kept on going as I said and when it was installing display drivers, I know that the screen flickers some times, but this time it just went black and I only saw a "text cursor" blinking in top left corner... left it for a while but nothing happend so I killed the computer and started up again :/

you need a driver sweeper, but be careful not to remove sensitive files like the basic chipset dirvers so you can see basic resolution 600x800 in between driver switches for your card (unless you have intergrated graphics too, which will default kick in once you uninstall the GPU cards drivers.

Alright I followed the giude ( http://www.techpowerup.com/forums/threads/how-to-reinst... ) used CCleaner and Driver fusion, rebooted and everything seemed fine, so I tried to install the latest drivers and it looked like it installed fine but at the end it said there was a warning so I checked the log and it said that HDMI audio drivers failed to install. I rebooted after, when I got to desktop i got an error straight away that said something about atiumdag.dll, pressed a million times on OK to get it away because it just kept popping up again. And my screen resolution was screwed somehow, I checked and it was on 1080p but it was smaller than my whole screen it was like the whole picture was smaller inside my screen and it wasn't scaled right. I tried to open a game and it just game me errors before it even started up any game about that it couldn't find the display to show the game on :S. So I tried to uninstall my drivers again, but in the middle of uninstall it game me a black screen again and nothing happend, I rebooted and couldn't even get into desktop anymore, so I rebooted went into safe mode and did a system recovery. So now i'm back at square one :( 
Could this have anything to do with that I'm running CF?

for me HDMI has always been funky, but i think its my TV (32" Vizio), VGA/DVI adapter is the only thing that works for me. The black border around the screen sounds like under-scaling from Catalyst control manager, there is a setting there under monitor properties.
