Upgrading graphics card

I want to upgrade from a Geforce 8500 GT to a Geforce 650 ti boost but I'm not sure if I need to upgrade the PSU as well. Right now I have a 450 watt DiabloTek PSU

i wouldn't even own a diablotech ps. you're on the edge but it could work.

Yes I also wouldn't trust that PSU. The real question is do your PSU has a 6 pin power connector ? A decent PSU of 450W will be enough for that GPU.
