just made my new build it has an AMD FX 8120 cpu with stock cooler and its really loud even when idle , also i have a case fan which is mounted at the front of the case and i have no other case fans , shall i move the case fan from the front to the back ? to help the CPU , also it sounds like its going to blow when the side panel is on but when its off its not that bad

(my case = AVP DEFENDER 400 K2)

It is loud because the CPU fan is working overtime trying to keep the CPU cool. It is doing that, because there is limited airflow through the case. Limited, because you have nothing sucking the hot air out.

Another fan is maybe $10.

I would definitely use any money you can get on a nice fan that removes air from your case. If you do not have an exhaust fan hot air just stagnates in the case. That will cause your CPU fan to operate at a higher RPM, therefor increasing the amount of sound created by the fan.

You can get a cheap but effective fan for 10 dollars. Might not be the greatest, but it will at least push air out. Other than that, getting a better cpu cooler might reduce the noise somewhat (aftermarket coolers are often quieter/better depending on what you get), but I would address the airflow issue first.
