Simply, it a particular Firmware that can change. It's basically the ability to change between two different profiles on your graphics card my flipping a switch. The two profiles allow you to have two settings for your card when overclocking (pushing the card to a higher clock rate [Mhz]).

If want to buy one of the cards, just get the 2765 version with the single BIOS. There will be no performance difference between them out of the box.

I would just get the cheaper one, as barto said they are pretty much the same.
