Can't install Windows 8 to new SSD?

The 8.1 installation just tries to install on my current HDD. I can't boot the ISO from my external hard drive, it just gives me this error http://www.imgur.com/vhhCaJ1.jpeg. I got it to try and install to the SSD with an 8 ISO and it rebooted, acted like it was getting somewhere, then said installation failed. Should I just use a migration utility? Without being able to boot to my external hard drive, I can't risk wiping my HDD just yet.

That is how I did it (and it's worked in the past), but I'll try the USB DVD tool.

EDIT: Didn't work. Says no recognized devices. In fact, PCWorld even said extract the ISO to the external HDD.
