I can't go past 3.1 GHz on my CPU.

I have been trying different GHz all day and none of them work (they are all above 3.1 GHz). When ever i overclock my CPU above that with the EVGA eleet ratio off the control panel always says 3.09 GHz unless i have it on 3.1 in the bios. Is there any way to (unlock) or "fix" my CPU? Here are my specs:
Intel E3-1220 V2 Xeon CPU @ 3.10 GHz :(
EVGA P67 SLI Motherboard (Discontinued)
AMD Radeon HD 7970
16 Gb RAM Patriot Vipor @ i think 18** Mhz (Something like that)
680 Gb Hard Drive Windows 7 Professional
Antec 650 Earth Watts PSU
 
your cpu is multiplier locked, intel cpu's with "K" edition can only be overclocked. you can OC your cpu depending on motherboard but only to the maximum turbo speed of your cpu, you need to go into BIOS to change that. and unless you have all the power saving features off, you will only see that clock speed when its under load.

How do i turn power saving features off? i didn't see any in the bios screen ( damn i should've stayed with ASUS)
Is there something like ASUS' A.I Suite but for EVGA Mobo's?
