Asus 7870 strange jumpy lines.

I recently got a 7870 and it appeared the vsync was off. I checked it in the CCC and it was on. I also made sure the CCC was set to 60 hertz, and made sure the desktop was set the same. This same thing happens. I tried to take a screen shot of it but it will not appear in the screen shot. It happens at the very bottom of the screen and honestly looks like the auto hide task bar is rapidly flashing up and down. I check it and it isnt. I hooked a new monitor up and this same thing happened on the spare monitor. The cable am using is a older DVI, I swapped it out to a VGA and when I booted up I couldnt see the desktop. So I tired to use a HDMI cable and hooked up the desktop to a HDTV, and the lines are not there. The gpu drivers are up to date. This annoying problem takes place randomly on the desktop and in games, but not all games. It doesnt happen on assassins creed black flag , but does happen on pcsx2 and FEAR. It happens on World of Warcraft loading screens but not in game running around and shit. I suppose I need some ideas here.

On a side note if I use BandiCam with pcsx2 and record while playing a game. The problem goes away, which leads me back to thinking its a driver problem. The card is up to date with drivers from Asus. This problem also happens with and without a gpu over clock. :l Ideas, please guys I am at wits end.

wait... you used an hdmi cable and the problem goes away? i would say you solved your own problem. clearly it's the dvi cable.

I used a different dvi cable with a different monitor and the problem didnt go away. It seems more like the dvi ports are messed up...I have the pc setup with DVI to the monitor and HDMI to a hdtv in the same room.

So if it is a DVI cable why does the problem go away if I use bandi cam?
