As said, get the faster 1GB card.
VIDEO MEMORY is used for several things, including:
a) Textures
b) anti-aliasing (up and downscaling)
However, you also need a powerful GPU on the video card as well or you need to turn down the quality settings. This is why only more powerful cards tend to have higher VRAM.
With the weaker HD7790 GPU, you're unlikely to be able to use more than 1GB while also keeping graphics quality and anti-aliasing at levels that maintain an acceptable frame rate (i.e. 30FPS or greater).
Anti-Aliasing in particular is hard both on the GPU and Video RAM.
So get the 650Ti, and when running games:
1) Run FRAPS, start the game and turn VSYNC OFF
2) Adjust anti-aliasing, shadows, resolution and other settings while monitoring the frame rate. Find the optimal BALANCE (don't use 8xAA for example unless you can run at MAX quality at 60FPS. Run at 4xAA instead.)
FPS GOAL:
You should always tweak with FRAPS with a specific frame rate GOAL in mind:
1) 40FPS VSYNC OFF
2) 60FPS VSYNC ON
You can read about "screen tearing" and why VSYNC is used if you wish. If this is all too confusing, then just run the game and play with the settings for the best quality while being SMOOTH ENOUGH (not stuttering).

Don't forget to download and install the latest NVidia drivers direct from the NVidia site. Do the auto-detect method.
