What is a good graphics card i can put in this for under 150$

hmmm maybe an r9-260x/270x. however you need to upgrade your power supply first. 220w is very low.

You should go for the palit gtx650 ti w/boost oced. the 270x is already way over your budget, and you also need to upgrade your psu to a 500watts psu a antec or fsp there not that expensive but good in quality.

neither . your psu is way to low to hold any gpu. i find it hard to recommend even a 7770, 7790 as they all hae external power req. ur easy to go with a 7750

Since most of the systems power consumption is from the power supply's +12V rail you need to make sure that you don't exceed what that 250 Watt PSU is capable of supplying.

The 250 Watt psu should have a maximum combined +12 Volt continuous current rating of 17 Amps.

The Radeon HD 7750 should draw less than 4 Amps from the +12V rail. That would leave 13 Amps for the rest of the system which should be sufficient based on your 65W TDP CPU.
