Operating System, no, it would just fail to boot due to the dissimilar hardware.
The files you can move over just fine, should be as simple just plugging the old HDD into the new machine. You need fresh installation of Windows on a different drive, because if you re-install Windows on the old drive it will wipe everything that's there.
