Should I toss my mobo?

Hi, I spent Christmas trying to get my girlfriends PC together and I think her mobo is bad. The second I plug it in it instantly tries to boot up then after about 5 seconds it shuts off then in about 3 more seconds it turns back on and repeats. I tore it all back down and then tore MY working rig apart and breadboarded her mobo and processor. I was expecting to hear the beeps signaling there was no RAM and got nothing. Same pattern. None of the pins are bent and I reset the CMOS. No avail. I also followed the sticky on here and nothing helped. Also tried 2 CPUs just to make sure. She's planning ongoing to bestbuy in the morning to buy a new mobo. Just wanted to ask you guys to make sure. Should I just toss it?

if it a new rig look at the cpu and mb bios. if the bios is not updated some mb wont post right. also with mb they wont beep now without a case speaker. most mb use fault led or dr drbug to tell you what wrong. also with new rig..pull the gpu and try just one stick of ram and the onboard video. also if it goes into reboot when it bread boarded try another power supply.
if the system was running fine for awile then started doing this is can be a bad cap on the mb. if the rig not too old see if the mb still under warranty.
