First things first:

What size is the SSD, what size is the HDD, and how much space is used on the HDD?

OK. The HDD is 340GB used, and the SSD is 250GB (~200 actually usable).
Obviously that won't work.

The absolute best recommendation is simply a fresh reinstall on the new SSD. The OS, and probably most/all of your applications will fit with ease on that 250GB drive.

If you really want to go down the migration route, get the used space on the HDD to under 200GB. Uninstall things, move data elsewhere, etc.
But since you'll have to reinstall those removed applications anyway, why not just a fresh reinstall...

When you go to install new on the SSD, have only that drive installed. Change the boot order to DVD, and install. After then install, change the boot order to SSD first.
Then, once everything works, connect up the HDD's.

Have you already solved your problem?
You said the OS , not the whole HDD. In my opinion, just clone the system partition is ok.
What's your OS edition? I google "How to Clone a Hard Drive in Windows 7""Clone Windows 7 to New Hard Drive"win7 for example.
"Free Windows 7 Cloning Software"my tool is aomei backupper"Clone a Hard Drive Windows 7 64 Bit"etc
Good luck!!
