For Christmas this year, i got a 256gb external SSD. My current laptop is about a year old running windows 7, is there a way i can reinstall/move windows to my SSD and make it bootable? I do not have the windows disk any more either.
Sorry, last question. To install on my external SSD, do i just select the directory and then hit install or do i need a file called program files?
Don't need any special folder name. For my applications that live on a drive other than C, I just create a top level folder - "MyStuff". Select that as the target during the install.

Short answer - No. Windows really, really does not like to be installed and run from an external drive.
Long answer - With a crapload of registry changes, you might possibly get it to work. But it will be slow and buggy.
Sol, thank you. Now what can i do with it? Can i install programs such as photoshop and sony vegas?
Yes. Applications can be installed wherever you choose. During the install, select "Custom" or "Advanced". 99% of applications allow you to designate an alternate location.
