gforce gtx 560 to Vizio HD TV gets screen tearing,why?

I have a 1 gb msi gforce gtx 560 card and a 24 in Vizio HD tv with one of each input
I have my cable on the cable, the PS3 on the composite and the PC on the HDMI
The hdmi on the PC video card is mini hdmi, So I have a Mini hdmi to HDMI-a cable to connect my tv and PC. I experience tearing when i watch some videos and when i play games with v sync on, any ideas, do i need to calibrate anything, do anything to make it stop doing this ?

i can think of two posible causes
1. You have some bad signals comming from the PS3 trought the Monitor and then GPU - causing the GPU to lag
- connect only the PC to the Monitor
- conect both PC and Monitor to the same power outlet source
2. You have CPU LAG playing HD content
- what rezolution are you play 1920 x 1080p ?
- what CPU load you have till playback ?

Ok it is a TV not a monitor if that matters, It did this before i hooked the ps3 to the composite
I am alway on 1920 x 1080p
How do I see what my CPU Load is during playback?
I have both PC and TV plugged into the same outlet

i see it runing at 17 to 20% while watching avenger on netflix then at fast moving movements like always when it tears, it spiked to 28 to 36% cpu useage
