From HDD to SDD, Can I just copy System files?

Running an Inspiron 660 with a 1TB HDD and upgrading to a 128GB Samsung 840 Pro. I have used this computer quite frequently for gaming and editing for over a year and would like to wipe the HDD BUT unfortunately the computer came with no Windows 8 re-install disk—just drivers. Is there any way that I can wipe my HDD or get a fresh, new Windows 8 onto my SSD. I'd prefer not to migrate because then I would still have old files, ect. , ect.

Specs:
1TB HDD -> 128GB Samsung 840 Pro SSD (Both will be used together)

Also, can I simply reformat my 1TB HDD after migrating over to get my disk clean as new?

You can, I think, get a Windows 8 or 8.1 ISO file direct from Microsoft.

I'm pretty sure this works.

Burn that to a DVD, and you can reinstall as needed.

Well, I figured that the system files could not be copied alone but the main problem is me not having any way of reinstalling. Migration is an option but I'd prefer to have my boot-disk to be cleared of anything but what I would consider useful on it. Clearing folder by folder just doesn't seem effective enough.
