Intel DH61CR mobo. Will not run

This started out with 'customer' saying PC stopped working. Called supplier and they sent him new PSU. Installed same thing. I got it. With CPU installed 12 volt CPU supply shorted. Replaced CPU, 12 v still shorted. Replaced mobo. Fan runs for 5 seconds shuts down. Installed original CPU. Fan runs for 10 seconds, no beep or video. Tried anotherPSU same conditions. Finally got fans to run on old PSU, still no video or beep, would not shut down by holding Power button. Removed RAM same thing.
Sometime the fans will run for 5 seconds, shut down and restart shu down and restart again.
 
with the replacement motherboard are you using an intel sandy bridge cpu or a newer ivy bridge cpu. with the newer cpu the mb wont post without a motherboard bios update. if you can see what the bios rev of the mb and the newest bios rev on intel web site. if it old old..you have to use an older cpu to post the mb and update the bios or have intel send you an updated bios chip if the mb bios chip can be removed.

The replacement CPU only had the following number on the package CM8062301262601. The "old" CPU had 1536 on the corner. The "old" CPU in the "new" mobo will run for about 15 seconds but the "new" CPU with the above numbers will only "run" for about 5 seconds if that is any help. Again no beeps or video.

Where do I look to find the BIOS rev on the mobo? There is a tag on the mobo with the following numbers
BTCR2430124J AA G14064-210 if this is any help.

I tried your suggestion. Both fans ran with no video. Had to unplug AC to shut down, would not power off with the Power Button held. Also no beep so it appears either BIOS crashed or wrong BIOS. Don't know where to go from here.
Thanks all for the replies. Thi9s is my first attempt to do hardware repair even though I am a retired EE and did work for HP.
I do not know anything about Intel products and the inner workings of the CPU.

After chatting with Intel they determined the second mobo was defective. They are supplying a replacement mobo after receipt of the defective unit with no problem on replacing. I wanted to get a new CPU but the ones in the mobo are the OEM type so they will not replace them.
I am reluctant to install either CPU since the first was in the mobo with the 12 volt short and the second CPU would not even allow the fans to spin up. I am going to request a third CPU so I'll start with everything new.
I'll post the outcome when the hardware is all in place.

I received the mobo from Intel and also got another CPU from the OEM. Installed all and got exactly the same performance. The fans would run for about 5 seconds. I was really stumped. Just to make sure I installed every thing correctly I opened the Intel manual on the mobo. Much to my surprise the HDD and Reset connectors were swapped. I know I put them in the order they were when I received the PC because I made a diagram of all the interconnects before unplugging. Someone before me had made the incorrect installation. I was elated, this had to be the reason it would not continue to run. After swapping the connectors I joyfully pressed the Power button and low and behold it started to boot. The HDD started to spin up, the DVD drive LED flashed but no BIOS welcome screen displayed. After about 30 seconds of running everything shut down. I did not see the HDD front panel LED flashing nor the Power LED. Repeating the Power cycle did the same thing. Just to make sure I connected my display to another PC. It worked fine.
Is there any BIOS jumpers or settings that have to be made to get video out. I also did not hear any beeps for memory checks.
I am totally at a loss. Any help would be appreciated.
 
try clearing the cmos to make sure the mb not stuck on reset. check that the four/eight pin power plug is connected. if yu have a gpu in the case and the mb has onboard video...pull the gpu and see if the mb will post with onboard video. also if some of the cables on the front panel header were wrong check that the reset wires are on right and the reset button not stuck in.

Thanks for the reply. I had returned the PC to the owner in desperation and then it got the better of me and I just got it back. I did all you suggested with the same results. Here is what I have at this point. No video, no POST beeps after removing battery and moving BIOS jumper to pins 2-3 with restart. Interesting thing, with the BIOS jumper in the config 2-3 positions, the fans will run until I remove the AC mains. ( Will not shut OFF by holding the Power Button > 10 seconds). If I put the BIOS jumper in the Run 1-2 position the fans shut OFF after about 30 seconds.
I hear the HDD spin up and seek and the DVD access LED flashes on boot. I have even removed all RAM and still do not get a POST beep.
All this is with another mobo and CPU. I have ordered but not yet received a BIOS Diagnostic tester to see how far along the BIOS program runs. I am going to breadboard the mobo outside the chassis so I have a "clean" environment.
Any help would be great. This has become a real challenge.

I had another conversation with Intel and they are again going to swap the mobo. I have requested from the OEM a new, unopened G645 CPU. During the time I got it back and the Intel call I checked all the PS voltages,all were OK. I did find the connections to the Power LED were reversed and when I placed them in the correct position the LED did light when the Power button was pressed. According to the DH61CR manual the LED is supplied through a pull up so I don't think the reversed LED could have been the problem. Still have not received the BIOS tester. Supposed to be coming today LOL.
I would never have thought I would be working on this problem for so long.
