If you are doing something that causes you to drop below 60 fps with adaptive v-sync on, vsync will either turn off, or set itself down to the next level of sync such as 48 or 30 fps. I would suggest turning v-sync completely off while playing more demanding games that are causeing you to drop under 60fps

When i first got 770 i was getting 120fps in BF4 on Ultra, the problem was that when something exploded my FPS was going down to 80/90. 40FPS is noticeable and it was lagging for about 2sec and then i went back to 120. I turned V-Synch on to lock the fps, it was good for 2 weeks i was getting 60FPS ALL THE TIME, when i turned BF4 today i was having massive FPS drops. I need to lock my FPS because its unplayable when it drops 40FPS and then picks them up again.

Locking your fps is only viable if your hardware won't ever drop below that locked. The only way you are going to be able to fix this is by disabling vsync. Your card is basically just hitting that one point where it will drop below 60, and that's what is causing you the problem. Also i personally have never heard of a 770 hitting those numbers in bf4, do you have antialiasing completely off?

you need to take v-sync off. Also in games. I recommend getting geforce experience and let it optimize your games

Nvidia g-force does a good job of setting what your card should run at and be rediculously smooth, but sometimes you can turn on extra eye candy and still have it at a smooth pace. Personally i find the geforce experience can cause software problems (it is a slightly newer software and still has bugs to be worked out) but shadowplay is pretty nice and works well
