Low gaming performance with 100% usage

While playing bf3( and some other similar games) I'm showing cpu usage around 70% and gpu usage around 60% yet the game while running on ultra is getting fps around the high 30s and low 40s

I'm not sure if this is normal but I've been aiming for around 60 fps and I feel that with the system not running anymore than it is its not reaching that frame rate, I recently upgraded from an old gtx 460 and I'm not being blow away by the performance, I may possibly need to upgrade the rest of the computer but I'm not sure whats causing the problem as of now.

some of the things I've been wondering is any possible bottlenecks(even though nothing seems to be maxing out) or possibly insufficient power to the system? I know my power supply is pretty bad and needs replacing asap. anyone have any ideas? other notes are all temps are running nice and low and fps problems are mainly around rendering large areas, such as looking out to a large field or while alot of things are going on. and I'm running an adapter On my Gpu for 6 to 8 pin power connection

System Specs: GTX 760 2gb
AMD FX 6100
8gb Kingston hyper X Ram

umm i am not familiar with software wattage monitors, but i do know that a cheap 700watt will really only work at 600 watts or lower (so many have falsified ratings and such like that. corsair has a builder seriest (cm i think) that is pretty cheap but reliable.

I updated description, Although My Processor isn't anything great I don't know why neither are running very hard or hot

do you know of any way to test power consumption or a power supplies output? the one I have now is rated at 700w But its a very cheap and of a cheap brand. Plus I should also note I'm powering the card that requires a single 6 pin and a single 8 pin power connection with 2 6 pins (through the help of an adpater)

I really don't think the power supply is his problem here. One way to find out would be to install and run GPU-Z and CPU-Z and monitor the frequencies on both your processor and GPU. The only way you could get your symptoms from a faulty power supply would be if the system was throttling both your GPU and CPU due to too little power. You may want a new power supply eventually, but keep in mind getting a new PSU might not even fix your problem. You should figure out the problem before you try to find solutions.

Also, If you have a good motherboard and a good CPU cooler you could try overclocking your CPU. If you got a considerable increase in FPS, you would know that your CPU is the bottleneck. If not, it's your GPU. Now, judging by the numbers, there's no way either are bottlenecking. It's just a thought though.
