I was looking through the nvidia control panel and i was wondering what is adaptive v-sync and half refresh rate adaptive v-sync. Is it better than standard v-sync or should i just let the app decide?

it depends on the person. v-sync was used to prevent screen tearing when the frame rates go well above your monitor refresh rates (most monitor out there still have 60hz refresh rates which means you will get screen tearing when your frame rates go beyond 60 fps). while v-sync will keep the tearing from happening it also introduce input latency. most might have not notice it but for some people it matters especially when playing games need fast response such as first person shooter. screen tearing is no fun to look at but some people willing to make do with it as long as they can be competitive in online FPS games. also with v-sync turned on you get another problem when your frame rates are dipping below 60 fps.

adaptive v-sync was created to deal with the problem when your frame rates dip below 60fps. with adaptive v-sync enabled the driver will intelligently enable/disable v-sync based on your frame rates.
