Cooling i7 4770k under 70° whilst gaming?

I have recently built a computer that is intended to continue hanging on to life for a good amount of years. I mainly use it for video editing, graphics design and making websites on my mavericks SSD. On my my other drive I have Windows 8.1 and do some infrequent gaming. As of now i'm using the stock i7 Intel fan for cooling the CPU and have been getting around 86° Celsius while playing Battlefield 4 in Ultra settings. I have heard from many decent sources that having my CPU under 70° for most instances is ideal for a long life span. I would like to know what my options are for cooling. I would much rather choose air cooling as my preference but will appreciate any advice. Also, I have a Gigabyte GTX 770 Windforce X3 GPU and for whatever reason I did not check its temperatures in the game(I'm away from my computer at the moment and can not see) but should this run fine cooling wise with its three fans included on most games? Thanks!

Well, for air I think the best is going to be the Noctua NH-u14s because you have higher profile Ram. If you change your mind on using an AiO water cooler, the Corsair h80i would be a good choice in that price range.

Does it come with decent thermal paste or should I buy some other kind separately?

I would get a new cooler quick and don't run your 4770k at 70 C for a long time. The thermal paste between your CPU die and the heatspreader will dry up very fast at 70 C. I would consider buying a Corsair Hydro Series liquid cooler. You can pick up a H50 Quiet Edition for around $60 and it will cool your CPU nicely and quietly. The Hyper 212 EVO will work nice too if you don't want to spend $60.

Noise isn't much of a problem for me. I just got some cash off of eBay in such desperate times, lucky me. My budget is at maybe a max of $95 now. Whats the best cooling solution (for the lowest temperatures) I could get for that price range? Still the 212 evo? EDIT: I have high profile ram, as I forgot to mention.
