Upgraded some PC parts, but using same HDD. (W7)

Alright, so yesterday I got to put my new PC build together. I got everything new except for a DVD drive and the Hard Drive. I had those 2 things in a previous desktop. Anyway, when I try to boot up my computer, it keeps taking me to a screen that says "Start Windows Repair: and "Start Windows Normally" When I select "Start Windows Normally" it shows the red and green circles move in the windows logo until they are diagonal with eachother, then it freezes and takes me to the screen that shows up when I select "Start Windows Repair". I have tried every single one of the options and still no success. I have tried using the Windows REPAIR disc that you can burn on any W7 machine but the guy at the Microsoft website said I need an INSTALLATION disc. But the problem is, I don't have one. My previous computer came preinstalled with W7. So, do I actually need an installation disc? I tried formatting the C: drive and no avail. Any help would be GREATLY appreciated as the stuff was my christmas gift. Please reply quickly and thoroughly. Thank you. :)
