Laptop and Charging Issues

I got the toshiba satellite in the beginning of October and usually only use it to write or for homework. It is a Toshiba satellite C55D-A5201 windows 8.

Around a week or two it started saying that it was plugged in, not charging and only charged up to 54%. I fixed the plugged in, charging by turning off the computer, plugging in the AC adapter and then deleting the Ac complaint... etc. It said plugged in, charging but it still only charged up to 54%. There didn't seem to be a solution for this.

Recently I tried turning on the laptop but it wouldn't turn on unless I plugged in the AC adapter. I tried shutting down the laptop but wwhen I did it seemed to not fully turn off. The screen would go black as if it were shut down but the power lights were on. The only way to fully shut down the laptop is if I hold the power button or disconnect the AC adapter and it would turn off.

Now the plugged in, not charging is back but I can't seem to fix it the same way and is now only stopped charging at 8%. I recently got it, it can't be the motherboard. I am so confused, what do I do?
