No DVI or USB output from motherboard, no CPU beep

So I'm building my first computer, and finally got all of the parts into the case. Here are the specs

CPU Intel Core i3-3240 3.4GHz Dual-Core
Motherboard ASRock Z77 Extreme3 ATX LGA1155
Memory PNY XLR8 8GB (1 x 8GB) DDR3-1600
Storage Seagate Barracuda 1TB 3.5" 7200RPM
Video Card Asus GeForce GTX 650 Ti 1GB
Case Antec Nine Hundred ATX Mid Tower
Power Supply Thermaltake 600W ATX12V
Optical HP DVD/CD writer, dvd1265i

I held off on installing the video card until I can get the OS up and running. I hook everything up, and the fans and LED lights come on. The optical drive opens and closes. However, there is no output to the monitor, and the USB mouse and keyboard do not light up. There is no CPU beep.

Now, I have tried every possible trouble shooting procedure. I've made sure the CPU power supply is plugged in. I've double checked the video cable connection to the monitor. I've taken out and reinstalled the motherboard, to ensure there is no short. I've tried the RAM (there is only 1 stick of DDR3 ram) in each of the 4 slots. I've tested the power supply with a voltmeter.

I'm honestly at a loss of what the problem is - I'm sure everything is hooked up correctly, and my CPU is installed correctly. I've even tried attaching the video card, and running the monitor through that, with no luck. There isn't any sort of POST beeping coming from the motherboard when i start it up. If anyone has any advice on what to do/try, I'd appreciate it. With no USB or monitor connection, I'm not sure what to do.

Yes, there is a 8 pin 12 V PSU plug in near the CPU socket that I have my PSU plugged into. Still no response from the DVI or USB ports, but all the chassis fans (I have 5) that are plugged into the motherboard are powered on
