Is this a good basic gaming PC?

your CPU and motherboard are not compatible, CPU is AM3+ socket and the motherboard is FM2 socket.......also see a number of low-end no-name product on there, where are you located, where will you buying from and what is your budget?

CPU - Intel i3 4130 83.99
RAM - G. Skill 8 GB (2 x 4 GB) 1600 Ripjaw X Red 70.79

HDD - Seagate 1 TB 43.98
PSU - XFX 550W 49.36
Total - 465.87
I know I went a little above your 450 mark, but best I could do. Hope this helps!
