will gta 4 play on my laptop

specs:
-Intel Pentium (R) dual core 2.10 ghz
- video card: intel express family chipset (796mb)
- 2gb RAM
-windows vista

No. Integrated Graphics like those on your laptop are capable only for playing games like hearts or solitaire.

Even on the lowest settings your laptop graphics won't handle it.
