No, Windows RT is made for RT systems. But you'd need binaries and stuff that Microsoft makes "proprietary".
With Android, all is open-source. With Windows, you're just lucky if it works.
You could, however, use Windows on your PC, then stream that image to your tablet. Try Splashtop on Google Play, it's quite fun to play with.
