I have a PNY GTX 770 2GB with i7 3600k and 2x4gb 1600 mhz RAM. When I run league I get pretty bad FPS like around 100 - 120 on Maxed and sometimes drop to 80 or lower. My old graphic card bench much lower being a Radeon 7850 and it got 200 FPS constant. Any possible reasons why I am getting low FPS?

*Also just for your reference when I play Metro 2033 on Maxed out I get about 70-90 FPS.

Honestly all that is needed for any computer including one with a monitor of 120 hz or more (i have 144hz monitor) is around 45 or 50 fps 80 fps is more than enough to get the no lag. otherwise what you could do is go to your nvidia control panel and go to 3d settings and find league of legends on the list (or add it) and then put the power management on maximum performance, and/or go to league of legends and max out the fps management on the video menu. I know because i have a ASUS Geforce GTX 760 which is decently close to 770 on performances levels and honestly u don't need anymore than 60 fps.

Yeah I did my GPU, Motherboard, RAM, and CPU all around 40-50 Celsius. Even when I'm gaming intensive games. It never really goes above 60 degrees Celsius.
