Cleaning heat sink in laptop for first time

When I took the heat sink off I found some blue pads that contacted other chips beside the cpu and around the GPU. What are those pads? Do I need to replace them? What the best way to get rock hard thermal paste off the heat sink and the chips. I got a couple of pictures to clarify. Sorry can't figure how to load pictures.

The are just thermal pads you should be able to reuse them. And use isopropal acohol (lasses cleaner) i think americans call it rubbing alcohol uese this to clean of crusty TIM.
