DOes manufacturer mean anything for reference cards?

Im looking at GTX 780's, the Zotac reference is cheap but Ive heard some not so great things about Zotac. Does the manufacturer matter in terms of reference card quality?

So your saying that a Zotac reference 780 is built the same as a Gigabyte reference or an EVGA 780. Thats what I wanted to know.

On the subject of non reference coolers, there is a deal on Newegg.ca (Im Canadian) for 2 EVGA OC 780 w/ ACX Cooler and 16gb GSKILL 1866 for 1205. Good deal or not? Should I go with that or stick with 2 reference cards for 1000 and then an extra 100 bucks for ram? It would save me 100 bucks that i could spend on other things like a better psu or put it toward a better screen.
