Chipset, and management engine problems maybe?

I got a new CPU, GPU, and Mobo.
i7 4770k
GTX 770
ASRock Fatal1ty Z87 Killer

When I unplug and replug a usb flash drive, mouse, keyboard, it doesn't work after it's replugged. My XBox controller won't work at all, even if it's plugged in on boot. All of this worked with my old mobo. I have reinstalled Windows 8.1 Pro several times, but it still won't work. I used the driver disk that came with the motherboard, and clicked install all drivers and utilities. When I try to install the inf driver, it doesn't show any progress. I just click next a few times then it says finish. Right now, I'm trying to install the me driver (management engine interface), but last time I tried, it said that one or more drivers have failed to install. I have no idea what could be wrong with it. Please help.

UPDATE: the management engine interface drivers failed again (as expected)
BEFORE YOU ASK, the usb headers are plugged in correctly, and I'm also talking about the onboard usb ports 2 and 3.
 
Solution
There are numerous USB 2-3 drivers built into Win8, also drivers for numerous devices, the problem I'd thinking of is that aren't always the latest ones - to ensure you have the latest in Win8 you run winupdate

I have already updated the bios, and have tried to install the drivers as I said. Also, when I restart it, it hangs on the restart screen. When I shut it down, the screen is off but the computer is still on.

When you say the on-board USB ports 2-3 are you talking about the heades on the mobo? or the physical ports on the back panel? If the mobo headers, may need the latest drivers from the mobo web site - before - you plug the devices in - and may need drivers for the devices - they may be newer than the version of Win and Win doesn't have a default driver for it yet

I'm talking about usb 2.0, and 3.0 ports. And there aren't any drivers for usb on windows 8.1
