Stuck at Windows 7 recovery screen

Hello Toms hardware users, If I turn my PC off at the wall socket by an accident and turn my PC on again it freezes on the recovery screen with the "Windows start normally" and "Safe mode" options. My PC also cannot keep time or the date so I researched it and found that my CMOS might need rebooting or it is broken. I took my PC to the shop paid the man £40.00 then got my PC back later that day, a few weeks later and I did it again by an accident and the same thing is happening. If someone can help me now and tell me my possible problem you may save me another hefty sum of cash to fix it again :L.

My mobo is an mini-atx motherboard from a Alienware X51, I took the motherboard out of my alienware X51 and then reseated it in a new case accompanied with a new psu and a 780ti gpu,

If anymore information is needed I shall give it.

The repair guy said that there was "BAD DATA" and he had to fix it, he also said I had malware and he cleaned it up with a program called "CC CLEANER".

The recovery menu literally freezes even the text that says 30 seconds which normally counts down to 0 freezes too.
