Slow internet after reformating

I just installed a SSD and fresh installed Windows 7 64bit on it. I have formatted my HDD and reformatted my SSD twice and fresh installed Windows each time. I updated my BIOS and cleared CMOS. I have downloaded all the newest drivers for every possible component on my computer. I have reset my router many times.

My download speeds went from 11.5mb before I installed the SSD to 500kb on average after I installed my SSD. On speedtest.net it says my download speeds are 83mbps but whenever I download anything at all from anywhere it is super slow, except on Steam. Any game on Steam downloads 10-11.5mb like it is supposed to.

here are my system specs:
Mobo: Asus M5A97 LE R2.0
CPU: AMD FX-6300
RAM: G.Skill Ripjaws X 8GB (2x4gb) 1600MHz
GPU: MSI AMD R9 270X
PSU: Thermaltake TR2 700W
SSD: Kingston 120GB
HDD: Seagate Barracuda 1TB

Please help me, this has been driving me crazy.

How long have you been testing? Are you sure it's not a rush of people getting new computer parts from Christmas and flooding sites to reinstall software on their new SSDs? I've been in your shoes, some times it's easy to know something is wrong, but you can't think of a way to measure it or explain it.

Got an example of what you're trying to download that's going slowly?

Sorry about the late response, but I figured out what was slowing me down, it was windows conflicting with itself. I fixed the issue and my download speeds are back to normal. Thanks.
