I just recently received a new HDD and just went ahead and installed it in SATA-3 without using any jumpers due to lack obtainable information. My system acknowledges the existence of the hard-drive but is unable to locate it in windows explorer.

Solution
Windows' default is to hide empty drives. Go to Disk Management, as rdg1101 says, (run diskmgmt.msc) and there you will find the disk to initialize/format. You'll find the available options on the menu when you right click on it.
