Okay, I just re-read your post. It sounds like you haven't even tried to turn it on? It's completely normal for your Asus motherboard to go on for 2 or 3 seconds and then shut off after it's connected to a power source. At that point, you should just be able to turn it on and it goes.
If you get the same behavior when you try to turn it on, make sure you have power connected to the motherboard on the 4-pin power connector next to the CPU.
If you still have issues, your goal should be to get to a BIOS loading screen. Disconnect everything of importance, including HD. Also, use your integrated graphics, so remove your GTX 770.
I would start first with your RAM (If I remember correctly, I saw a similar issue with an Asus MB that had a bad RAM slot). If you have multiple RAM chips, try to only use one, then use the other. Then try a different slot.
