Graphics Card Won't Work

I have a Dell Inspiron 620 and I recently got a graphics card to be able to support two monitors. I bought a Visontek RADEON HD 6450 off of Amazon. It came in a fresh package that had been Un opened. I then took it out and followed the guide to install it. I disabled my video card that is built into the motherboard and uninstalled and removed the driver and software. Now I run the PC with the Graphics Card in and connected to my monitor using a VA port yet nothing happens with the screen yet fans in the PC start spinning. Please help
 
Also video processors are built into the cpu, not the motherboard. I am sorry that you had to find something like this out the hard way, and as a last ditch effort, just take the pc to a pc repair shop and the mistake should cost you no more than $60 to fix as long as you tell them exactly what you did (i personally do not recommend trying to fix it yourself, but if you can find a guide online on how to do so, then by all means do it yourself.

If you can try, Re-enabling the built-in graphics card usually it will automatically disable the internal card. I had the same problem with another card it happened because disabling the built-in graphics manually disabled all graphics output altogether

How do I do that in BIOS? I go to the Advanced tab and It;s about CPU and System configuration along with Power management but nothing about video cards

I fixed it myself and reinstalled and enabled it but still don't know what to do about the graphics card.

Alright so in the manual it says this but since it gives off no signal and the screen doesn't turn on should I do this before or?
