Corsair Builder Series CX 430 Watt ATX/EPS 80 PLUS (CX430) also would a Advanced Micro Devices AD750KWOHJBOX 100W Quad Core Graphics Processor 3.4 slow down or bottlekneck the 650TI?

I don't think there will be much of a bottleneck if any. If it does, with a 212 evo cooler an some over clocking you will be fine. I tried a 650Ti boost for a short time - pretty decent gpu - good performance and very power efficient & cool operation.
