Can't tell if my gpu is broken.

I recently bought a Force 3d Radeon HD 6450 and after I installed it noticed odd glitchy pink and green lines. I proceded to remove all of the cards drivers and p reform a clean install. I did this multiple times and I still get the same gl itchy screen. The fan on the you works, so it's not a power issue.

I don't know what to do, please help.

I have tried that and it didn't work. I think it might be a dud. The monitor and video cable both work fine. The gpu is getting power. Idk what the problem is.

Tried a vga cable and there is no display whatsoever on my monitor
