AC IV Black Flag - Radeon HD 7870 - 12 FPS???

Using FRAPS I see anywhere from 10 - 20 FPS in game with all settings on low/off and even with a reduced resolution.

Specs:
AMD FX 6300 @ 3.5 GHz
8 GB DDR 3 RAM
XFX Radeon HD 7870 w/ 2GB VRAM

I've tried the D3DOverrider bit, updated my drivers to the December '13 version, played with VSYNC on and off. No luck. I even relocated it to an SSD and that didn't help.

Any tips?

Anyone?

I did some performance monitoring. One core spiked when I alt+tabbed back into the game and sat at around 60%. 3 other cores sat around 45%. GPU core never exceeded 35% utilization.

I feel like I should point out I'm having a similar experience with Metro: Last Night. Though, I haven't monitored it's performance yet.

So, I upgraded my processor to an 8350 and it has made a world of difference and beyond what I'd expect just going up one step in the Vishera line. It almost makes me think there might have been something defective with the processor but nothing gave such an indication. I get a solid 30 FPS in this game and amazingly increased performance in other games like Rome II, Metro, and even Skyrim.
