Windows Installation, Boot Woes... PSU Issue?

Hi, my rig is as follows:

CPU: Intel Core i5-3570K 3.4GHz Quad-Core Processor
CPU Cooler: Cooler Master GeminII M4 58.4 CFM Sleeve Bearing CPU Cooler
Motherboard: Gigabyte GA-H77N-WIFI Mini ITX LGA1155 Motherboard
Memory: G.Skill Sniper Series 8GB (2 x 4GB) DDR3-1866 Memory
Storage: Western Digital Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive
Video Card: Gigabyte GTX 780 GDDR5-3GB 2xDVI/HDMI/DP OC WINDFORCE 3X Graphics Card
Power Supply: XFX 650W 80+ Bronze Certified Semi-Modular ATX Power Supply
Optical Drive: Asus DRW-24B1ST/BLK/B/AS DVD/CD Writer

Ever since I've put it together I've had problems getting it to either install Windows 7 at all (I have a legit key and copy and it would give me various errors at installation phase/ refuse to restart at restart phases, instead freezing/ or just not get to the Install screen at all, freezing at the blue intro screen) or running the OS. Once I successfully loaded the OS on to the rig, I downloaded all of the Windows Updates and dropped the graphics card in (taking it out was the only way to get through installation, but I know the card isn't faulty as it tested fine on my other PC) I now can't get past the "Starting Windows" screen. It will freeze there and then reset, and when I try to run startup repair it will simply get to the startup repair screen and then reboot.

Now, my suspicion is that this is a power supply issue, but I want to be sure before I send anything back. Anyone else have any ideas?
