North bridge heat sink is getting heated up like anything.
Is it because of any configuration issues? Or power supply issues?

System spec
Processor – Intel i3 3220
Motherboard – Asus P8B75M L X
RAM – Corsair 1600 MHz 2x4GB
PSU – Corsair GS600
Hard drive – WD 1 TB

No Graphics card

The squarish thing that says ASUS on it? That is the PCH. It is supposed to get hot. Keep in mind that if you touch it, you aren't actually touching the chip, you're touching the heat sink. If you have any kind of movement in the air in your case I doubt very much if it is overheating but if you are really worried about it, you can run Aida64 which...
The location of that heatsink makes it hard to change(for improved cooling). The chipset can take quite a bit of heat without issues. I would trust Asus's design in this case.

I do not think a configuration unless you are overvolting or power issue would be to blame here.

Best bet is to ensure the case has good air flow.

I agree with nukemaster but if there is some reason your case or whatever does not permit airflow, take a look at this (http://www.amazon.com/dp/B000I5KSNQ/?tag=googhydr-20&hvadid=43824555569&hvpos=1s2&hvexid=&hvnetw=g&hvrand=1493873994501343025&hvpone=&hvptwo=&hvqmt=b&hvdev=c&ref=pd_sl_5gho0qkle7_b). It is made to add airflow for small area temp. assistance.

There is a heat sink in between processor and PCI slot. Is it called chipset heat sink?
I just touched on it yesterday when i opened the cabinet.
It was heated up like anything

They get that way. The wider fins are also better at dealing with almost no air flow(convection). Some users have been known to attach a fan to it, but the spotcool would be a nicer option if it worries you.

With the memory controller/most of the pci-e and even a video card on some cpus moved into the cpu core, what is left is what was once called the south bridge. It deals with some pci-e/usb/sata/ect.

I would not worry about it unless you have issues, In a system with a video card in the way, that thing would not even get any air flow and still should manage to get its job done.

In a pinch it makes a great spot to fry and egg (joke). You could always add another case fan to bring more air into the case and another to exhaust it. Overall improving the case air flow. However in the end if the system is running without errors or crashes all is well.
