Issues after some wires got "Crossed"

Lets start with i have a case fan with a 3 speed switch connected to a 4 pin plug out of my psu. Well that being said the switch was admittly poorly placed, lets say within reach of a playful feline. Said cat desided to bat at the switch and apparently some wires withing in the switch touched and sparked and my whole system shut off. I quickly hit the switch on my psu and pulled the power cord, about 15min later i attemped a reboot. No power to the monitor with the mother board beeping and flashing signifing a bad gpu. So i threw my old card in [radeon 7450] and tried again and it booted although rather slowly. So i accuired another on of the same cards i fried [radeon 7770ghz] and attempted to install it. Rebooted no beeps from the mother board but no signal to the monitor and looked as if no power to the keyboard and mouse, nor speakers, but fans in the tower spinning and power led on. So i threw my old card back in and all was good although it is running slower. Could this be a power supply issue aswell from the short?

Yeps fried parts. Your only way to confirm the 7770 is functional at all is to test in a WORKING system and see what it does / doesn't do. You can probably salvage the HDDs and DVD but everything else is toasted (being the most sensitive of components). Can grab a i5 Desktop at Walmart $349, toss in that PSU and IF the 7770 is working (or test it in the new PC) there ya go, nice system all over again. Other deals out there, seen a i7 Haswell desktop for only $550, again add PSU and GPU and your Golden
Yes AND / OR worse the Mobo chips / CPU is fried from the short as well. Unplug the power, remove the watch battery on the mobo for 10 min then reput back in and the power cord, to see if that will help reset the bios and things. If it still problems then yeah new PC time sorry.

I just reset the bios, and will attempt the new GPU, if the mobo or cpu is fired would it still work in the first place? it works with my old gpu just the new gpu gives it issues. Ill try the new gpu shortly as i just reset the bios

Tom has you on the right track, I believe. But that power supply is a tier5 PSU, very poor quality.

Tier 5 units are so bad the recommendation is to replace immediately.
The short could have easily fried some of the circuitry within the PSU, but not all of it (obviously since you can still power up with the old video card.). At this point, that psu probably cannot provide ample power for the 7770 card. What is the old card?
The " test " that works best and easiest to determine if the PSU is toasted is to obtain a known working, in good condition psu from somebody or somewhere and attach it to the system and turn it on; try both cards. If the system runs with either of the cards, then the Raidmax (exploder) is shot. If not, then as Tom has stated, you will probably need major repairs.

Yea resetting the bios it still can run with the 770. Ill try a new psu, would a corsair cx750 be acceptable, my local bestbuy has one on sell

Also the old card was a radeon 7450 and why im inclined to think its the power supply is the the 7450 gets all its power from the mobo as the 7770 as you know as an additional 6pin

Good deduction. Yes, a CX750 would be a very good upgrade. Be forewarned, however, that occasionally new psu's don't work properly (I had an HX1000 that had to be exchanged promptly upon turn on, the next one worked fine), hence the suggestion of a known good psu.
Advantage of buying new at BB, you have 14 days to return it locally; they are very good about that, and there is no shipping cost.
Give it a try.

Ok new PSU installed, same problem with the the newer 7770 the tower turns on and appears to be in working order but no boot up, nothing to the monitor or keyboard and mouse. Old 7450 and it boots up fine, just rather slowly, also it takes noticebly longer to load the desktop then in did before..

One last thing would my ram memory sticks still be ok? Seems like I would just need a new mobo and processor I would think it would be cheaper to rebuild if my hdd, cd drive, gpu, and powersupply are all fine.

Take a look at Tom's last answer, the solution you picked. The idea of just buying the $400 unit at Wal-mart is really a good deal, especially with the i5.
If you want to stick with AMD then look at an AM3+ board and either an FX6300 or one of the Vishera 8-cores. If you are thinking intel, then I would go for an i5 Haswell and an appropriate 1150 socket mobo. I favor ASUS for boards, but Gigabyte or MSI or EVGA are also good. Here are one each that would make a good upgrade;
AMD
ASUS M5A97 R2.0 AM3+ AMD 970 SATA 6Gb/s USB 3.0 ATX AMD Motherboard with UEFI BIOS
Win8 Ready,USB BIOS Flashback,UEFI BIOS,USB3 Boost

AMD FX-6300 Vishera 3.5GHz (4.1GHz Turbo) Socket AM3+ 95W Six-Core Desktop Processor FD6300WMHKBOX

OR
AMD FX-8320 Vishera 3.5GHz (4.0GHz Turbo) Socket AM3+ 125W Eight-Core Desktop Processor FD8320FRHKBOX
Neither of these are as fast as an i5 or i7, but they cost less and are pretty powerful. I love my 8120.

INTEL
ASUS Z87-K LGA 1150 Intel Z87 HDMI SATA 6Gb/s USB 3.0 ATX Intel Motherboard with UEFI BIOS
