Solution
Eh depends on what you wanna do. The 780 alone can pretty much max out every single game at 1080p, and even with crysis 3, you will be just above 30 fps with all settings and AA cranked. Find a good 780 on sale then

the msi gaming editions are usually the cheapest, but a good quality product

asus direct cu ii is the "never gonna die" card due to the high quality of parts in the card

any other company is just fine too. even the stock coolers on the 780 are quite nice and fairly quiet
With your budget you would be able to upgrade to a 780 ti, and still have enough money for a great monitor. Nothing else in your system really needs to be upgraded (though spending a little money on a better psu would be recommended if you don't even know the brand by looking at it)
