Will my Hard Drive Bottleneck my New System ?

The Build I decided for my New System can't have an SSD now.
So, I will be using my old Seagate Laptop HDD from m current Laptop.
Hard Drive : ST9610314AS ATA Device (Seagate Momentus 5400.6 Laptop Hard Drive).
But I am worried if it would Bottleneck my new system ?
On my Current system (Dell Vostro 1015, Intel Celeron 900 @ 2.2Ghz, 1GB DDR2), I tested the Boot up and Shut Down Speeds (Windows 8 Pro 32-Bit)
Results : Time Taken to Boot into Windows Desktop without Counting BIOS POST : 9.04 Seconds.
Time taken to Boot into Windows Desktop with POST count : 19.34 Seconds.
[Fast Boot Enabled In BIOS].

So, Is that Fast ?
I would be upgrading to an SSD after 6 months.

Here's my system :
AMD FX 8350
G.Skill 4gb ddr3 Dual CH. RAM
Radeon HD 7750 GIGABYTE 2GB OC EDITION
Corsair VS450 PSU

I Can't select a good Motherboard for my System.
I will not be Overclocking at all.
Please suggest me a good Budget Motherboard.
