Monitor doesn't show anything (d-sub power saving mode)

I just got a new GPU and i had everything refitted into a new case, i used to have this problem before but i fixed it with unplugging and pluging of cable, but now nothing works. When i boot my pc up i hear sounds like booting normally but my monitor goes into power saving mode, i tried it on my super old PC, it was working just fine. What could the problem be? Maybe i need a newer signal cable?

Edit: it worked fine at the pc store where they set it up on their monitor.

First check if you need 6/8 pin power connector for GPU, and you connected it properly. If the problem persists try a new VGA/DVI cable.

Or take out and reseat your RAM properly. Or go to BIOS and disable the on-board video, and enable the PCI-E as primary display device.
