DirectX Diagnostic Tool fails to recognise my GTX 780 as a display device and instead shows details of the CPU integrated grfx

TL;DR - At the bottom.
This discovery started when I attempted to play TESV: Skyrim on my new gaming rig. To my surprise, upon the game's launch it estimated my video settings be optimal at "Low quality", when I was expecting at least "High quality" having seen some of the GTX 780 3gB benchmarks for Skyrim.
I realised the cause of this was due to the fact that Skyrim was only able to recognise 1 graphics adapter: Intel(R) HD Graphics 4600, as I have a i5-4670K coupled with the GTX 780.
After some searching, I found that many other people had problems with Skyrim recognising their various nVidia GPUs. People suggested that going into the nVidia Control Panel and tweaking some settings would make it so Skyrim would recognise the GPU. However, for some reason, I am unable to open the nVidia Control Panel, as apparently; "You are not currently using a display attached to an NVIDIA GPU."
Again, this was not an uncommon problem for others. Many people found themselves unable to open the nVidia Control Panel (I have Windows 8.1 OS), even after trying things such as OS reinstalls etc.
It wasn't until I tried one person's suggestion that I found the cause of the spark that lead to me asking this question.
Win + R -> dxdiag -> Display
I found no trace of details describing my GTX 780 only that of the integrated graphics of my i5-4670K. HOWEVER, in my "System Information", under System Summary\Components\Display, there are clearly 2 entries, firstly, 1 describing my GTX 780 and secondly 1 describing the integrated graphics of my CPU.
QUESTIONS:
1. Why is the DirectX Diagnostic Tool unable to find my GTX 780 even though it is plainly shown in the System Information?
2. How do I get the NVIDIA Control Panel to recognise my GTX 780 and thus allow me to open it?
3. How do I get Skyrim to recognise that I have more than 1 graphics adapter, namely the GTX 780?
I have already installed the latest drivers for the GTX 780 and the NVIDIA GeForce Experience application is able to open and create optimal settings for the games that I have installed but when actually accessing these games the optimal settings set by the NGE application are no longer there and they appear to be tuned towards the level of graphical power set solely by my CPU.

TL;DR - DirectX Diagnostic Tool can't find my GTX 780 so I can't open the NVIDIA Control Panel. Skyrim can't find my GTX 780 either, only my CPU. But, the GTX 780 is shown in my System Information.
