Graphics card won't turn on

So i'm a new system builder and I finally got my last part (the graphics card). I put it in, made sure it was properly seated, and plugged in the 2 6 pin power connectors. I turned on my computer to install my OS and everything started fine except for my graphics card. I made sure that everything was plugged in but it still won't turn on. I get no DVI signal and the fans don't turn on. What should I do?

System Specs:
CPU: AMD FX 6300
GPU: Gigabyte R9 270X
MB: Asus M5A97 R2.0
RAM: 2x4gb Corsair vengeance 1600mhz
PSU: Corsair CX600
HDD: WD Blue 1tb
SSD: 120 gb Samsung 840 Evo
Case: NZXT Phantom 410 red
 
Solution
Windows is the very last thing to ever worry about in builds. Your normal testing is done by 'getting to BIOS' first and foremost, and you always build 'one piece at a time'. As this system fails we don't know what does work and what doesn't work. So lets start OVER (sorry only way to make it work). Unplug and pull out every single part you have in the computer including the CPU etc.

Take the cardboard box or a piece of wood, place the Mobo on it and install the CPU, 1 ram stick, the GPU, power switch from the case, and plug in the PSU connections to the Mobo only. Connect the LCD and power on do you get BIOS? If not then one of these components may not be working, reconnect / reseat everything again and test again, still fail then we...
Recheck that it is seated and that the 6pin connectors are fully attached (I am sure you have already done this).
Are you getting any display on your monitor (BIOS or boot display)? If not, make certain the DVI cable is fully seated at both ends.
Now the bad part, which you may have already surmised: if the card is still non-functional (no display, no fan, etc.) then the card is probably bad/broken; it will be time to send it back to the store and get another one.
Also, if you get it to operate, but you get display anomalies and problems, it is probably due to a bad card.

Unplug the GPU, power on, do you get the beep error code for problem with the GPU (if it has one), if so then the Mobo is working and there seems to be power connection to the GPU correctly. Next test with the RAM stick pull it out and see if it error beeps. If there is none for the RAM the Mobo has a problem. If it beeps, then reseat the ram in each slot and keep testing to get to BIOS, does it work? If none of the slots work, then try with the other stick, repeat and test. Try the same j'see if it beeps error' with the CPU as well.

If still nothing then we are looking at the PSU, CPU, Mobo or GPU. Easiest would be to use a old low level GPU in the slot and see if you get BIOS. If still no then CPU or Mobo, with the PSU as least likely problem.

Okay so I made sure that the card was fully seated, the power was connected, and the DVI cable is completely connected and screwed in on both ends. I turned it on and still nothing. Is it maybe because I don't have an OS yet? or should I still be able to see the BIOS? I read online somewhere that it might be because I don't have the driver installed but I don't know how I would do that without windows installed.

*sigh* Okay. I can't take it apart at the moment but I will later today.
