Dual monitor issues

I am running SLI with two, EVGA GTX 560 Ti and they are connected to two different types of monitors, and both monitors are connected to the same video card. The one closest to the CPU.
1st, Samsung 27' with HDMI @1080p, 1920 x 1080 (Native)
2nd, ViewSonic 22' with DVI @1680 x 1050 (Native)
Using the EVGA Precision X, I am seeing one of the video card's GPU clock (stuck@ 850MHZ) and Voltage (stuck@ 975MV) doesn't change whether if it was under idle or in-game; however, the 2nd video card's GPU clock and voltage will fluctuate depending on the stress of the card. If I run it with just one monitor, they are just fine. Is this normal? Thanks.

Motherboard: Gigabyte P67A-UD4-B3/Not Overclocked, BIOS v6.00PG
Processor: i5-2500 CPU @ 3.30GHz (4 CPUs), ~3.6GHz
Memory: Super Talent 8GB DDR3/Not Overclocked
GPU: 2 X EVGA GTX 560 Ti
Power Supply: Thermaltake 1200W ATX
"All" drivers are up to date.
