Battlefield 4 FPS Drops

Hello everyone! So I recently bought BF4 for my PC and well I'm kinda dissapointed in my hardware. SPECS= AMD 7970 windforce 3GB STOCK, AMD FX 8350 STOCK, 650W power supply, I don't know the motherboard, Windows 7 64 bit. So I played alot of BF4 I play it like on high-ultra setting, but my fps is mostly stays at 60 frames a second ( locked ), but when I go in like Siege Of Shanghai or Flood Zone and I'm on a big building looking down to snipe enemies par example my FPS drops to like 45 or something ( sometimes even lower!) and the FPS drops are very annoying!(I also tested it on low). So I was wondering if this is normal, because I believe it should never go below 58 with my specs. And also if there's a fix to this problem that can help me never get below 58-60 frames. Sorry for bad English. Thank you!

You still get a smooth playable experience?
I wouldn't worry about it Battlefield 4 still has some bugs to work out.
You could just wait for AMD's Mantle update for the game to see what it improves or use Windows 8.1 with directx 11.2 support.

Well I saw alot of people saying they had like 30 frames more with Windows 8.1, but then I have to reinstall all of my games on my pc :(. Do you know when that update is coming? Would it be soon or like 1-2 years? And yes I have a ''smooth'' experience, but it's just very annoying. But its still pretty smooth but not always.

Well a couple of months ago i read an article which said the Mantle update was due in December but it's December and i see no sign of it.
I should be released in the next month or two i hope. If it is not released in that time frame AMD will have a lot of angry customers because many people bought AMD graphics cards for the sole reason of Battlefield 4 having the Mantle update.
