please reccomend 600-650W budget PSU

1 harddisk, dvd combo, 1 universal card reader, Amd Fx 8350, geforce 560Ti.i'm very low on budget. Found some 750W: MS-Tech MS-N750-VAL, 750W PSU, very low price, what do you think :D

I have not heard about Rasurbo as a brand.
I would stick with known builders of quality power supplies.
If there is one component that should be of superior quality, it is the psu.

A cheap PSU will be made of substandard components. It will not have safety and overload protections.
If it fails, it can destroy anything it is connected to.
It will deliver advertised power only at room temperatures, not at higher temperatures found when installed in a case.
The wattage will be delivered on the 3 and 5v rails, not on the 12v rails where modern parts like the CPU and Graphics cards need it. What power is delivered may fluctuate and cause instability issues that...

It's a very low quality pile of junk. As many other system builders will tell you skimping on the PSU is never a good idea. A poor quality PSU puts the whole system at risk of being damaged and many times they will cause system stability issues from delivering dirty power. The fan will need to spin up higher to cool it, making it noisy.
A cheap PSU can become very expensive. Do not buy one.
