How do people get too high FPS with low end cards?

I know people using gtx 770s HD 7970s and get much more fps than benchmarks that were made by professionals.Those cards are not in SLI or crossfire or anything.My friend gets 60 FPS in BF4
(1080P all ultra settings) of WORST with a PNY 780.How come they have much more FPS than official benchmarks?

No. The worst FPS he gets is 60. He uses a 1920x1080 res. monitor also.

Do SSDs effect FPS in games? I don't think so...

Maybe its driver issues, or they are playing on low res monitors etc. There really is no solid explanation. But i tried my best :D
 
There are a variety of differences. Settings for 1, will make a large difference. Settings in game, and settings in the Nvidia control panel. You can have max settings in game, but turn down a lot of those settings in the control panel.

Different resolutions also make a difference.

Your CPU will dictate your minimum FPS a lot as well. In many games, especially online games, the minimums are usually places where the CPU holds back performance.

Comparing single player to online also makes a large difference. Online versions are almost always more demanding than single player missions.

Overclocking can also make a difference.

Note: 770's and 7970's are not low end cards. They are not the highest end, but they are at the very least, upper middle end, or the low end of the high end cards.
